The Federal Office of Statistics of
Federation of Bosnia and Herzegovina as the main
competent federal authority in charge of
statistical work in the Federation in line with
Law on statistics in Federation of Bosnia and
Herzegovina. In accordance with this Law, the
Federal Office of Statistics is obligate to
propose the Program of Statistical Surveys of
interest for the FB&H that would be adopted by
the FB&H Parliament, and published in an
Official Gazette. Other authorized bodies
responsible for statistical work within the
framework of their competence are involved in
the Program and represent Official Statistical
System.

Relations between Federal Office of Statistics, the Agency for
Statistics and authorized producers of
statistics in the Federation of Bosnia and
Herzegovina
Relations between Entity Institutes and the Agency for Statistics
are laid down by the article 18 of the Law on
statistics of B&H and also regulated by the
Agreement on the implementation of harmonized
methodologies and standards in preparing the
statistical data of BiH.
Relations between the Institute and other authorized bodies
responsible for statistical work are based on
the obligatory mutual cooperation, information
as laid down by the article 11 of the Law on
statistics of Federation of Bosnia and
Herzegovina and agreements on cooperation:

According to the fundamental principles, the
authorized producers have to have to
allocate the tasks of official statistics to
specific organizational unit, with no
conflicting tasks assigned to the same unit. The
FP apply to this organizational unit also in
relation to the rest of department/office to
which they belong.

The law establishes the Statistical Council of Federation of
Bosnia and Herzegovina (article 24-27) Law on
statistics of Federation of Bosnia and
Herzegovina). Statistical Council is
professional and advisory body in charge of the
strategic and development issues related to the
organization and conducting of the statistical
research in the Federation.
Forming the Statistical Council is still in progress.

Organization of the statistics in Federation of Bosnia and
Herzegovina, its scope of work, authorities,
responsibilities and other issues of importance
for the production of statistics is defined by
the Law on Statistics of Federation of Bosnia
and Herzegovina.

The Law on
Statistics of the FB&H
defines the organization and work in the area
in the Federal Office of Statistics, the
implementation of the Program for statistical
research of interest for the Federation of
Bosnia and Herzegovina, methodological and
organizational basis of the statistical
research; collection, processing, storing,
protection, analysis and dissemination of
statistical data.
The Law on statistics is based on the
UN Principles of
Official statistics: neutrality, objectivity and professional independence. Other
principles are incorporated in strategic
documents (mid-term statistical programs, as the
values of the three statistical institutions of
BIH).
Statistical activities, carried out by the Federal Office of
Statistics and other authorized producers of
statistics from the field they are authorized,
are defined by the four-year Statistical Program
of Federation of Bosnia and Herzegovina.

Statistical Program
which determines for a four-year period the
statistical activities that are to be carried
out by the Federal Office of Statistics and by
other authorized producers of statistics from
the field they are authorized.
Implementation of statistical activities, defined by the
Statistical Program of Federation of Bosnia and
Herzegovina, provides implementation of the
four-year Statistical Program of B&H.
According to the Program of the Statistical Surveys of the
interest for the FB&H, the Federal Office of
Statistics is responsible for a great number of
the surveys relating to the following areas:
industry and mining, construction, transport and
communications, agriculture, forestry, craft,
environment, home trade, catering and tourism,
population (demography), employment and pay,
education, social welfare and judicial system,
prices, national account and others.
The contents of the Statistical Program of the Federation is in
confirmity with the Statistical Program of B&H.

The Work Plan of Federal Office of Statistics
The Work Plan of Federal Office of Statistics
includes activities, determined by the four year
Statistical Program, defined for each year.
Federal Office of Statistics compiled yearly reports to the
Government of Federation of Bosnia and
Herzegovina on the implementation of the work
Plan, that includes all other authorized
producers. The Report
on the implementation of the Work Plan contains
information about the results of statistical
activities and problems regarding implementation
of the Work Plan.

The United Nations
Principles of Official Statistics,
a set of 10 principles, were developed
in order to set
the role of official statistics and to provide
guideliness for the functioning of statistical
systems as welll as to help and stimulate the
process of development and harmonization of
official statistics nationally and
internationally. Statistical agencies are
obliged to adhere to the principles.The
principles also require that the authorised
producers of statistics have to organise their
statistical activities separately from other
activities and fully respect other principles.
Federal office of statistics has to take into account
statistical legislation of European Union, as comprised in
Statistical Requirements Compendium, international recommendations and other
principles and best practices guiding the work of statistical institutions,
in line with current midterm statistical Program of BiH and Republika Srpska and annual Plans of BHAS and Official statistics of Republika Srpska.
